has figured out that in a world dependent on crude oil, scarce supply is
going to require reliance on friends.
China for example has been going around the world saying to countries on
whom it may need to rely for resources in 10, 20, 30 years: "You need a
dam? You need a school built? Here, let us build it for you, or at
least help you. That way, your country may become a healthier market
for us as an exporter of goods, and, who knows, you may have natural
resources that we may need from you someday. We'd like to be a good
neighbor with you, just in case we need something someday."
