Well, that's always been the case. Pledged delegates are pledged
through the completion of the first ballot at the convention. After
that, if there is no nominee on the first ballot, the dealing begins.
If each candidate has an equal number of "pledged" delegates and none of
those delegates can change their votes, we'll never have a nominee
unless the superdelegates take over and decide which one to choose. Its
what happens AFTER the first ballot that makes conventions interesting.
What the media and candidates fail to tell the public is that when you
vote in a primary or a caucus you are NOT voting for a particular
candidate. You are voting for a slate of delegates to the convention
and the people voting in these primaries are bound by the rules of the
convention just like the delegates are. If you vote in a Democratic
primary you are announcing yourself a member of that party and bound by
the rules.
