[Dems2008] Ideas on the Iraq war phase out

Insist on a daily basis (there are enough to take turns) that an
ongoing war must be ON THE BUEGET.

If the President proposes staying in Iraq, he must add it to his
budget.

It is silly to claim you have a budget, then put a 3 trillion dollar
war off budget.
