The Rules and Bylaws committee have already said as long as the nomination is in doubt the MI and FL delegations will not be seated without a new primary.

I believe the Florida and Michigan delegates will be seated not via a new primary or caucis but rather by a compromised ratio agreed upon by each campaign and negotiated by the DNC the point of contention will be over the popular vote and in that regard it should be by the same agreed upon perscentages but Clinton would want that 300,000 advantage in Florida and 90,000 advantage in Michigan.

I think Bill Richardson is a very thoughtful and honorable man, I believe he sees that this nominating process is on its way to the convention which is not in the parties best interst and what would be in the best interest is to bring us all together party now and country later and he has determined, as many others have that Obama is the best chance to do that.
