and what if the rules state that if a state holds a primary before the date the dnc permits, the penalty shall be that the number of delegates that state shall receive will be half its normal allotment such as what should have happened to florida?

There are lots of states that do NOT have primaries, and where about
six or seven thousand caucus attendees determine what the state does in
the convention.

Similarly, there are states that, going in, knew -- as Hillary herself
said in October 2007 -- that their primary votes "would not count."

I'm not a fan of changing the rules after the fact.
