Sounds like a nutcase to me... so far as I can tell there is no " Emergency California Constitutional Authority"...

There are so many different ridiculous things about this.. but I'm most reminded of a sports analogy.  Al Gore should have blown GWB out... In sports they always say don't leave the game in a place where a ref's whistle can make a difference.  Gore should have won by so much that it didn't matter if Florida's ballots were a little wonky...

Signed by Robert Ames in California on 01 mar 2008 under penalty of perjury.] Greetings Honorable New Hampshire Representative Betty Hall, [Cc: Michael Moore, Jimmy Carter, Ban Ki-Moon] Enclosed please find my challenges filed with the World Court against the U.S. Presidential Elections of 2000 and 2004. I am a California Government Official operating under Emergency California Constitutional Authority which has explicitly existed since January 13, 2002, therefore my election challenges, dated January 14, 2002 and June 2, 2006, were filed at the World Court in an official capacity by The Great State of California. Additionally, I have other authorities which have existed since before 1999. I have consistently recognized President Al Gore, from noon E.S.T. January 20, 2001 through noon E.S.T. January 20, 2009. While living in The Hague, center of World Peace, I personally distributed these challenges to most every countries' representatives, while enduring enormous pressures including numerous attempted murders. The challenges were well received, to say the least. My whole family was criminally kept awake for 7 days and 7 nights by upstairs neighbor Leiden University Professor Robert Lankamp. Downstairs neighbor Jurist Tom Warmerdam criminally cut off my family's water supply and it took more than half of a month before Dutch Government Officials finally succeeded in forcing my landlord to restore water service. My former landlord, Robert Brotherhood, stands accused of at least a dozen felonies including at least two attempted murders, The Hague Police Department Case reference PW/5224, et al. I will make sure that the properties located at Cornelis de Wittlaan 105, 105-A, and 105-B, 2582 AE THE HAGUE will be seized and sold by the Dutch Government under Dutch asset forfeiture laws which call for forfeiture of assets used to launch felony attacks against the community. P.S.: My personal, non-official, opinion is that President Gore should take office immediately as the 43rd President of the United States and then he should stay there until noon E.S.T. January 20, 2017, when I would like to see Oprah be inaugurated. I personally don't think that additional elections are needed before 2016 because we already know who the President is and we already know that President Gore's political party won in both 2000 and 2004 and is therefore entitled to serve (at least) 8 years in the Oval Office before new elections are required.
