Some states allow delegates to change their minds... It's the same
way with the electoral college...

There are 90 or so delegates of the "pledged delegates" who are not by
law committed... but as far as I know it has only happened twice in
the history of modern nomination process and in each case it was only
a single vote. Almost all are sign a legally binding pledge that
continues into the second round. I think PR falls into that category
but I can't swear it that.
