Of course. As I suspect you recognize, however, one of the long list
of things that do (and should) anger U.S. citizens is that we were
told (by guess who) that oil revenue would pay for a large part of the
war in Iraq.......ostensibly undertaken to bestow on them the
blessings of liberty and democracy.

For them to CHARGE our military for gasoline seems a bit over the top
if that was the premise.
