It's the anti-thc.
If it's grown with its cousin that has high levels (20% or so) of thc, the element that produces a "high" to smokers, the thc in the medicinal variety will be lowered down to the level of thc in industrial hemp (0.3% or less) in just a 120-160 day crop rotation or 2.
I heard one lady lady tell a story of standing in a burning hemp field, and she attested to the headache factor.
