Drudge may be biased in his opinions... but the underlying facts are usually correct...

The article you posted was rather pointless... Drudge never said the Clinton organization was holding on the photo or that it wasn't public record... but rather that they were circulating it...

As for the other claims the article makes... "What may have happened is Drudge found the picture on the Geeska Afrika Web site and then knowingly launched a fake story insisting the Clinton camp was behind the circulation of the picture. There may be evidence that Drudge even fabricated e-mails from Clinton staffers referring to the photo." but yet doesn't offer any of the evidence... What may have happened is that space aliens telepathically put the location of the website into Drudge's head... All complete idle speculation with ZERO proof. I don't particularly care for Drudge but I'm above leveling baseless accusations.
